Absolutely. But judging by the level of extravagance, the recession appears not to have affected them quite so badly.
Anyone who is able to build something like this is certainly not short of money, guilt ( and gilt ) or sensitivity.

Well if you are a oligarch with a background in  the KGB or FSB and you are the corporation that owns the world's largest reserves of natural gas with a virtual monopoly in Eastern and western Europe, money is no problem.  Guilt? what the hell is that?
