No. The picture was made in 1895-1896 years, the other lady is Princess Lobanova-Rostovskaya, aka "Fafka" who often was photographed with Grand Duchess.

The one before was never posted before. The one with fan was I think on an earlier link. Ella looked best without too much fuss on clothes & jewels. Yet even with them on, shestill have a look of purity and innocence about her.
