As I remember reading at the time of the Queen's visit to Pope John Paul II (I think this was the first of two), the proper garb for female heads of state on such occasions is a black evening gown with veil and jewellery, hence the Queen's slightly unusual apparel.

But, I must admit, the veil is very dramatic and very over the top in my opinion, and it's very unlike the Queen's style. A simple black lace veil that hung just to the shoulders would have been perfect.

After thinking about it, this outfit is just WAY over the top for me.

I think it looked rather nice in an odd old fashioned imperial sort of way. The black set of the jewels rather well

The dramatic full length black lace dress with matching veil was designed (special for this occasion) by Norman Hartnell.
