Newspaper translation required

Sorry if this seems like duplication. I posted someting under "Recent Ekaterinburg newspaper article" but am hoping that a new Topic may trigger a response.
I have been sent a recent newspaper article from Ekaterinburg. It is a long article, from front page to inside page continuation. The front page also has a photo of a (to me) new memorial stone in the Koptyaki forest.
For my usual (professional) translator to do this would be too expensive.
If anyone out there could translate this for us all to share would be wonderful.
