Iīd love to write a n important seminar paper on the Romanovs, which my teacher thinks could perhaps be offered to somebody as a book. Iīd like to use some pictures of course, and thatīs what I need to know. What do I need to acquire a permission to print the pictures of the last Imperial family? The truth is that there are thousands "up for grabs" to anybody thanks to internet. Am I free to use them?

The vast majority of Romanov photos available online are NOT up for grabs. Most NAOTMAA fansites are not using photographs legally to begin with, so you don't want to download them and use them for anything you plan to publish.
Although the original copyrights for photos printed before 1923 have expired, that doesn't mean anybody can use any photo they want. If YOU own an original photograph or postcard printed before 1923, you are free to use it as you please. Otherwise you must ask permission. Images reprinted in books you own are not up for grabs, either. Authors and/or publishers must ask (and often pay for) permission to print archival photos in books, which means they can take legal action against anyone for scanning and publishing or uploading images they've purchased rights to.
Unfortunately there's no simple method. It's a matter of finding an archive or collector who owns the images you're interested in, and requesting permission.
An exception: the Yale Beinecke albums. As far as I've been able to determine, you may use those images free of cost as long as you acknowledge the source.
