Heres a pin my Grandmother gave me years ago.
I have no Idea what it is  
The colors are Black and Orange,
date, 1909-1959 St george. and HOPCP

It's a commemorative pin of Russian Scouts. The movement was founded - in Tsarskoye Selo btw - in 1909. The abbreviation stands for the National Organization of Russian Scouts - an emigrant union of former scouts.
