If a son had been born in 1895, he would have been named Paul. Several influences I discovered, from the first in the 1880s in the Winter Palace, that led Nicholas to name his son Alexei in 1904:

There was a Tsar named Alexei, wasn't there.  Perhaps Alexei was named after him.

Alexei Mikhailovich, the second Romanov Tsar, was Nicholas's favourite forebear.
