Flag Pole Top?

Heres a piece I picked up recently.

These seem to come from France.

I have run across a few but only one 1/2, its double sided and only sodered on the base.

Could these have been used by the public during the Czars visits to France pre war?

Made of gilt brass stamping.

I have seen these as well. They were indeed flag pole tops for the 1896 visit to France by Nicholas and Alexandra.

I thought it was for their visit.

I was lucky to be the high bidder on this one. It will make a great desplay piece.
