Translation of Russian Words on a Wall Poster

Can anyone tell me what is written on the Tsar's shield and the flag?

Can anyone tell me what is written on the Tsar's shield and the flag? 

Shield reads: "God is with us!"

Flag reads (in part): "(to) our Imperator Nikolai",

horizontal flap: "Alexander"

lowest flap: "grant"
