Looks more Turkish or Moroccan to me. The hat is representational of a fez. Maybe a costume party?

No, it looks to me like a fancy version of the 'pill box' hat worn in the British Army up to about 1905. Wilhelm was Colonel-in-Chief of the Royal Dragoons; I think he is wearing one of their various uniforms.

I think Wilhelm might well be considered bipolar nowadays. He certainly had a very up and down temperament. All that relentless travelling makes me think that he was trying to keep ahead of something. He certainly had a bad fit of depression and threatened to abdicate at the time of the Eulenberg scandal in 1908.

WII was not "unbalanced". He clearly suffered from the results of a horrible childhood that either severely exaccerbated classic depression or caused it. His role as true monarch most certainly heaped pressures on him that a non-depressed or bipolar person would have difficulty handling, so his situation carried a huge burden that I think was handed remarkeably well, given what we know today and given he had NO treatment.

for all the criticisms of Dona and dispursions cast her way, she was a saint to have been able to calm the waters around him and for him all through the years. Anyone who knows what it's like to either be suffering from what appears to be WII's maladies or knows someone who is the spouse or parent of such, knows the road is very trying. Unfortunately for WII, his depression was used against him with lack of understanding, scorn, and repudiation all of which dominated and overshadowed his vast array of good deeds and ideas. Had he been a recipient of the care and counseling available today, the Wilhelmine era would have a totally different complexion.

I think we tend to forget that Wilhelm had a lot to cope with physically. Because he was an active man who coped extremely well with the withered arm, there is a tendancy to minimise it as a disability. Plus there was all the very unpleasant and unsuccessful treatment he had for it. Then he had recurrent ear trouble which affected his balance.

I think he ended up with a monumental inferiority complex which he constantly tried to compensate for.
