Exactly - when Haydn composed it there was no Austrian Empire. And when Hoffmann von Fallersleben rewrote it as a German national anthem, the Austrian Emperor was still the presiding sovereign of the German Confederation.
and it's the same with "gstq/gstk" wich was the FIRST Anthem and later used in 80(!) (Prussia/Germany (Heil dir im Siegerkranz), Russia, Lichtenstein, Norway etc etc) countries - not only members of the british empire...here for example lichenstein...

The Liechtensteiner anthem's tune being "God Save the King" did perhaps make some sense untill 1981, when their big brother ally Switzerland's anthem also used that tune, but now it just seems unimaginative!
As a Norwegian I don't like that the Norwegian royal anthem is sung to the tune of God Save the King, with a very bland text! I'm envious of Denmark and Sweden which have really cool, original royal anthems! (In the 19th century, during the Swedish-Norwegian Union, Sweden also had a royal anthem based on God Save the King, which probably is why Norway ended up with one too. BTW Sweden also has a real cool 18th century, boozy royal "anthem":
