I could be wrong but I think this one is Anastasia:

I agree. Just as her higher hem identifies her though out her life , her shortness until the war years also identifies AN. She really grew remarkably taller from 1914 -16

There is another shot where Olga 's planting a tree and you can see Maria and Tatiana behind. Is there a record of AN going to Riga at that particular time? She might have been too young to attend the ceremony. Or she was needed to be with the heir as they were close with each other.

I have seen photos of AN there...but being little., it's often her huge hat that is most visible!The above photo is the best one I have seen showing AN that day ....for who else could it be right next to Marie and dressed the same...but little =)
