"Under Three Tsars" seems to be listed as a source in almost every Romanov book in English I have encountered. It's even seen in books that just relate to Russia itself. There aren't many books in English that also cover the courts of AII and AIII as well.

Does anyone have an opinion on it? Positive, negative, indifferent?
