I see white planks, IMO, children used to play with it. It is tennis court (Nicholas is holding tennis racquet), so I suppose it might be for sitting. Ca. 1914.

Yes, it might be also Finland 1912, or even Livaida, Russian site labeled one tennis as 'Livadia 1914'.

EDIT: Yes, those were from 1912, indeed. Always wondered why Aleksei doesn't appear in those 1912 tennis shots?
