Pushkin is a worldwide known poet and a pride for Russia, his museum is under the State interest. The matter is different with the Yusupovs - they were just the very rich nobles and private citizens.

that's not Zenaida's bathroom.   it's Feliks Sr's dressing room (w/ marble tub).
it's on the ground floor(Zenaida's rooms are directly above, on the first floor).  
this room has doors that open directly into the famous Moorish Room (the one w/ the fountain & the alabaster fireplace).

i should add, however, the furniture shown in your photos, was, at one time, displayed in Zenaida's bedroom upstairs.
this may be where the confusion arose.
