Is Nicholas II in this Photo?

Does anyone know if this is Nicholas II sitting on the horse in the foreground?  Also, where was this photograph taken?

Not sure. Whoever it is appears to be wearing a cape matching that of of Olga Nikolaevna's hussar regiment. I believe this was taken in front of the Catherine Palace.

Your photograph was taken at the Catherine Palace grounds. The multi story building behind the palace wing is the former Lycée at Tsarskoe Selo.
