Assistance with identification

Hello,
I was wondering if anyone could place the origin of the style of dress/ headwear/cape  in this photo.  I thought perhaps it is Romanian? All I know is that it is a picture of a painting early 20th century (although it does look a lot older to be sure).



Any insights would be greatly appreciated.

For me that looks like a fancy-dress.

That's what I thought too, but apparently it was at a ball. I am trying to place the headpiece. It's unlike any I've seen and it's definitely not Anglo.
