people say she looked cross alot. If, however ,  you enlarge her  photo, s she looks more like anxious ....the lot of a Governess!

I wouldn't call it a 'cross' look. To me it strikes me as more of a serious/perhaps anxious look like blessOTMA said?

Is the one of her in her nursing uniform an "official" portrait- ie, one that was published in the papers? That could explain her expression.

Looks like there's full version in Beinecke Album 3(p. 44).

Is Anna Vyrubova on the photo as well? (I am trying to guess the year). She suffered terrible train accident in early 1915.

Anna Vyrubova is standing behind Empress Alexandra, so rather before the accident. 1914 imho.

There is a vim and vigor to these photos that says 1914 too ...people were not as down hearted as yet . But Anna is an infallible sign

No, seriously, where and when this photo must have been taken? Should I guess at Livadia? Or at Finland in 1913/4?

both sound correct to me ...even if the web site gave a date, how often are they wrong? She's in white and that seems to be her grown back hair. I would say your range  is spot on
