Tatiana looks like in 1913 year.
The place I don't know.

That's on the Russian Federal Archives site, but it's labeled as being Olga there haha But looking at this photo:



That appears to be from the same day in my opinion, judging by the hats and the outfits and the head of the girl in the photo you posted is too small to be Olga's, methinks. Looks like a caption mistake.

Any idea on the year? the RFA has it listed as being 1899-1900 but I don't know if that's the case or not.

She looks so regal. Olga was always the proper Grand Duchess in her formal photos, but Tatiana had such an air of elegance about her. It was almost otherwordly.
