Taken during the IF's visit to Romania, 1913 or '14.

Right, I'm guessing the latter half of 1913 or very early 1914, at the latest, for a few reasons...

1) The baby, Prince Mircea, was born in January of '13 and looks to be under a year.
2) King Carol I died in October of 1914 so it obviously couldn't be after then.
3) Princess Ileana was born in January of 1909 and could probably been around 4 1/2 in this photo (although she looks a little older than that to me)
4) Maria Nikolaevna still has her down. I think the family started allowing her to wear it up not long after her 15th birthday even though 16 was the traditional age. If this photo were taken in the autumn of 1913 Tatiana would have been sixteen but Marie around 14 1/2.
Once in a while you get shown the light, in the strangest of places if you look at it right...

WWI began August 1914. Obviously this was before then. I don't know about the climate on the Black Sea but to me it looks like they're wearing summer clothing. My recollection keeps telling me this was around May-June of 1914.

Definitely not 1913. It was taken in 1914, am certain.

I wonder were Princess Elisabeth of Romania was? either way she wasn't the nicest royal, even refused to held her sister Ileana as a baby. She was just like her brother Prince Carol.

That is a little later than I would have expected but I'll take your word for it. I was thinking the baby looks a bit younger than a year and a half but looks can be deceiving.
Once in a while you get shown the light, in the strangest of places if you look at it right...

Sure 1914...this was the " Let's see if Olga and Carol get it on"  trip...look how they posed Olga with the baby Mircea!.... making it all pretty obvious what the visit was about. The funny part is in the footage of this photo shot, as soon as the still  photos was taken, Maria zipped over across the group to Olga and took Mircea  away from Olga into her arms ... you could not keep Marie away from the babies once her royal duty was done lol!

IvanVII, here is the clip from the Romanian visit.  The photo shoot scenes begins about marker 1:15.   It's a shame that Maria is cut out of a lot of that segment until she gets up to go to Olga and the baby.

Both are new to me!

Since Aleksei is walking, the second one is likely the centennial of the battle of Borodino in 1912. (Aleksei was carried by a cossack during the 1913 celebrations due to his near-death brush with hemophilia at Spala the previous autumn.)

Indeed 1912...AN is walking ( good catch! ) and the big hats on OTMA...1913  had the smaller hats
