The words before Emperor and Empress are the masculine and feminine Russian words for "Sovereign": Gosudar/ Gosudarinya

The usual polite way of writing about the Emperor & Empress was "Gosudar Imperator" (Sovereign Emperor) and "Gosudarinya Imperatritsa" (Sovereign Empress). A somewhat less formal "Gosudar/Gosudarinya" (without the title) was often used.
