That building is the kitchen for the Alexander Palace.

What is Ella and Serge's palace used for these days?
Hmmm... It is palace traditional name "Palace Beloselsky(ih)-Belozersky(ih)". 
It was bought Grand Duke Sergei Alexandrovich after marriage Ella (Grand Duchess Elizabeth (Elizaveta) Feodorovna). In 1890-1917 palace named "Sergievskiy"
In 1911(2)-1916 lived there Grand Duke Dmitriy Pavlovitch

Today it is museum and office tv-studio occupies several rooms 2 storey/floor(?)

Olga from St.P. nice photos of the kitchen! ...was that the kitchen summer and winter, or just summer?  Looks like  the place where  food stuffs were received year round however . Very clever....one could hardly have produce wagons coming up the drive! lol

The kitchen has been working all year. Was underground passage-way to the palace. For hot food delivery.
Same, there was a small kitchen in the basement of the palace.

Thanks for the information! Interesting to know about Ella and Serge's palace! And the kitchen too...is that building empty as of now, or does it have a purpose at the moment?

The building is in a good state, but you can't go inside. Today the building is occupied research institutions from museum. :)
