Cossack uniforms

I have a question regarding Cossack uniforms and was hoping this might be a good place to find the answer.  What are the gazirys that run across the the front of all Cossack uniforms?  Did they serve a purpose or function or were they just for decoration?  It seems this is something that was standard on all uniforms regardless of host.
