Help help for a metal plate with the image of Nicholas II

Hi, I would like help to understand what is this plate and the significance of the animals, possibly a coat of arms of a city or a battle ? Thanks

It says only "His Imperial Majesty, Nicholas Alexandrovich".  I know several towns and Oblasts use a bear as their symbol, but this one is wholly unfamiliar to me, a bear on a rock swatting as a bird?? Not sure what that little creature is, is looks like a goose with wings out to me...

The little bird reminds me somewhat of the little eagle on the shield in the ancestral arms of the Romanovs:

Does it really say that in that order? On the left side I can make out Его Величество, but does императорское stand beneath or is it something else?

the bottom of the left side says "Gosudar" императорское or something to that effect.  So, it seems to be the full Form of address about the Emperor, which in English is essentially "His Imperial Majesty the Emperor" and since I have no Cyrillic keyboard, it says in transliteration: Ego imperatorskoe velichestvo, Gosudar' Imperator Nikolai Aleksandrovich

Yes, государь императоръ in the bottom line.
The correct style was императорское Величество and императорское is ommitted.

and since I have no Cyrillic keyboard

thanks for the replies, the bird looks like an  double-headed eagle. I also thought a defeat of Austria , as the Battle of Galicia, but the bear ???? or visit Nicola's in Italy and the secret pact with the king to hinder the expansion Austrian... (???)

The bear is the usual symbol for Russia.  If it is a little double headed eagle, that would be Austria Hungary, and a one headed Eagle would be Germany, so this is likely a World War I piece.
