This is a photo of Valerian Ketteritz, b. 1838, d. 1907. He was senior inspector of Russian Railways in the rank of active state councillor (equivalent to major-general).

There's no mention of a Clara in this clip?
From what I think I can read (do you have the pic in higher resolution, or the original url?) it's about Otto Adolph von Koetteritz, lieutenant of the Royal (Prussian?) army in the artillery guards, son of (Jonas??) Ernst Julius von Koetteritz, Chief lieutenant in the Imperial Russian Army, and Juliane Eleonore Montflarin.

My father works with someone from Western Germany, and she and her mother say that this piece was written in the Eastern parts and seems to have some Polish characters in it.

From what I see in this clip (which is only "the groom-part" if this is part of a marriage certificate) it's written in deutsche Kurrent ( https://en.wikipedia.org/wiki/Kurrent ) which indeed does look like it's written in some long-lost script from an ancient civilisation, but in fact it's all in German.
The link you gave is the same as in the original post, but do you know where it came from, it's original URL? If we can see the marriage certificate in its entirety I'm sure it will all become clear.
From this (somewhat fuzzy) clip I read:
"[H[e]rr] Otto Adolph v. Koetteritz, Köngl. …. Leutnant i.d. Guarde Artillerie, aus Brandenburg a.d.H. geb., Sohn der .... Herrn Ernst Julius von Koetteritz, Kais. Russ. Oberstleutnant von .... ...., und die Frau Juliane Eleonore geb. Montflarin, ...., 35 Jahr 1 Monat alt, ...."
