Please Help me to identify this 1775 Catherine the Great Bronze Medal

I posted this earlier in the wrong forum, but do not know how to change it, so I am posting again here...

Please Help me to identify this 1775 Catherine the Great Bronze Medal. I believe the wording is Cyrillic, that is depicts Katarina II of Russia, but not sure why it was issued or what the symbols or words are on reverse. There is another name in very small print at bottom front, possibly artists name that I cannot make out with a date of 1790. Sorry I do not have a better photo of that area. This На учреждение губерний medal was minted in 1779 to commemorate the Governorates Establishment Act issued in 1775. The engraver's name Тимофей Иванов appears in small print below the empress' portrait. The Исполняя - достигнешь motto on the reverse side means "By executing orders, you shall achieve".

Тимофей Иванов = Timofey Ivanov. Lived 1729 - 1802, was apprenticed to Benjamin Scott, then worked as a medallist at the Saint-Petersburg Mint till 1800.
