It's hard to be sure but I'd say at an age a little older than Alexei . In other words when they ceased to be young boys and dressed accordingly.
(assuming they didn't enter the Navy).

so   I am thinking 16   considering the Fact  That  in the  Russian  Imperial  Family   that was   adulthood

Russian boys seem to have worn sailor suits a lot later than boys elsewhere. There is a photograph in John van dear Kiste's biography of Xenia of Xenia's eldest son Andrei on horseback wearing a sailor suit. According to the caption, this was taken in spring 1914. Andrei was then 16-17.

There is also a photograph of Alexander III shortly before his death with Mikhail, then approaching 16 and wearing a sailor suit.

I believe Alexei was wearing his regular Khaki army uniform and service cap when he was murdered. I believe his father was also dressed like this.
