Question about the residents of Tsarskoe Selo

I also posted the following question under "Imperial Russian History", but it probably is more appropiate here...

I was wondering who was allowed to reside in Tsarskoe Selo, from the time of its origination by Peter I until Nicholas II's time? I am assuming one couldn't just pick up and move there if one felt like it, but who were its residents? Did you have to have certain status, a certain title, a certain amount of money? Did you have to be employed at the palace of be the friend of the imperial family?  

Also, anyone have any idea what the population was at any given time (started out with this many people and ended with this many...)

Hi Helen,

I´ll try to give you the info as best as i can, for i have it in French language:

In 1910 the population was as follows:

2897       were from the nobility

315         belonged to the clergy

891         were "distinguished bourgeois"

237         were merchants

2877       were bourgeois

14758     were peasants

39           were "colons"

6790       were from the troups

1655       were retired militars and their families

222         were foreigners

200         were people that couln´t be included in any of
the   given categories.

The total population was 30881.

Hope this will be helpful, and found the correct english words...

I am thinking trying to remember where I read very detailed description of the rules of the stay in the Tsarskoe Selo.
I think that it was in connection with the Akhmatova and Gumilyov.
I only remember that it became almost impossible to come to live in the Tsarskoe Selo since 1904 without special permission and that the residents had to register their guests immediately in the police.
Something like this.
I will let you know when I will find the source.
( In Voieykov memories , there is nothing about the residents of the Pushkin ( as far as I remember))
