The protrait of Nicky does look like and enlargement but notice the epaulets have the cipher of Alexander III Nicholas's Father placing the potrait at 1896 or less. My guess is the festivities are for Nicholas's coronation

But how would a hard-working peasant woman have gotten herself so close to the Imperial children.  I thought the secret service kept everybody away?

It says it is Nicholas I's daughter, not Nicholas IIs

It's not always possible to capture ones features perfectly when drawing, and especially when painting. Whenever I see a painting or drawing of someone, I have to remind myself that they probably didn't look exactly like the work. For example, paintings of Queen Victoria in her early years don't really look like her when comparing to her pictures from the same years.
