I picked up a copy of "Moscow - splendours of the Romanov's" and was rather startled to find myself looking at a watercolour on page 122 of "the red salon with portraits of Emperor Alexander III & Empress Marie Feodorovna" dated 1902 by A P Barychnikov in the state historical museum of Moscow. The portrait of Marie Feodorovna in this watercolour is definatley this work above so it's obviously a pair with her husband...now if we can just find out if it still exists.....

I've never seen that portrait before, she looks completely different than in the great
majority of her other portraits... Who painted it?

Yeah. It looks pretty new for me. I think that they've created it by PC. I know a guy who does exactly the same with Marie-Antoinette. The "new" paintings looks absolutely gorgeous, but you realizes they are not painted at Marie-Antoinette's era on the spot. This is the case with this new Minnie painting.

I haven't seen any painting of her not finished yet, I agree totally that is one of the best
portraits that were made for her ;-)
