I always color photgraphs with colored pencils. It can be hard to do if you don't want the pencil marks to be seen easily. But mine always come out nicely.

I've only tried to color one photoraph that I printed out from the computer of the four grand duchess in colored pencil, but it doesen't come out as good as it does on coloring programs
