Here are some I'm pretty sure of:

Queen Victoria: 4' 11"

Prince Albert: 5' 10

George V: 5ft 6/7

Queen Mary: 5ft 7

Kaiser Wilhelm II: 5ft 7 (he always looks shorter than Dona in photos, but that's probably more to do with her hats than an actual height difference...)

Tsar Nicholas II: 5ft 7

Princess Vicky (Empress Frederick): 5ft 2

Alexander III: 6ft 4

Maud, Queen of Norway: 5ft 2

Edward VII: 5ft 7

I remember reading somewhere (might have been in the Pope-Hennessy biography, but then again it might not), that Queen Mary and George V were almost exactly the same height, but because she wore heels and had a high headress or large hats, she always appeared taller.

Yes according to Leslie Fields  "The Queen's Jewels" Queen Mary was 5ft 6 exactly the same as George V. With her "perfect posture" she certainly looked imposing.
