Perhaps it's a reference to funds she gave to the Ulster Program and other campaigns?  

I always thought of the quote more as a reference to the problems she caused in the Elizabeth court (she really could get Elizabeth foaming at the mouth), her children (the rebellion by her son being thunder but him personally being a star) and her general beauty (another star).

I think that in Tudor England, the term "match" always meant marriage  ;) .
