As the headline of the Video says (you can see it before the beginning), it's the founding of the Fyodorovsky Cathedral in 1912. I saw a picture from it in abook and it says that they are laying the foundation-stones.

I love how there's that man in the beginning who looks at the camera, does a double take, shrugs a little and keeps walking.

I saw a film clip at the Newark Museum a year ago while the Romanov Exibit was traveling, I saw apart of this video of Alexis and a bunch of other boys dressed as sailors or soldiers and him pushing another boy down. I laughed of course, but bratty of course, I would love to find it again.
