This is 'The betrothal of Princess Charlotte and Prince Leopold' by George Clint, c.1816, which I saw in the recent exhibition in the Royal Pavilion, Brighton on 'Charlotte, the forgotten princess'. I recall the caption to the painting stated that it was clear that the artist had not painted from life and the figures bore little resemblance to the originals; however, there is a certain charm about the scene which recalls Jane Austen:
