Identify this gentleman, please.

[size=14]This portrait brooch dating from around the first quarter of the 19th century belonged to my late mother. The gentleman portrayed is wearing the star of the Russian Order of Saint Anna First Class in its mandated position, on the upper right of his chest. The brooch is 3.5 mm wide and 4.75 mm high, the gold bezel fully encloses the back and has a simple but well made pin clasp attached. The actual portrait is very similar in material to the glass paste gems made by the late 18th century artist James Tassie.

Would someone please be so kind as to identify the gentleman on the brooch?
