You have to build many layers to make the pic look more realistic.   Different parts of the pic may need different effects and different layers.  E.g., i usually have 3 layers for skin and 2 layers for dresses.  You can do this in 2 ways.  You either use the Lasso tool to outline the area you want to color first and then go to Layer-> New Fill Layer -> Solid Layer.  Or you can go to Layer -> New layer and then just use the brush tool to color the areas you want.

Wow, Leah! Where did you get such a good quality version of this picture? I'll take a shot at it and hope you like it.

*edit* Blegh! Not as good as I'd hoped. Perhaps if I hadn't used so much brown...It was interesting that I had never noticed the woman standing by the door until now.
