Is this tiara of Queen Carola of Saxony the same as the one Queen Marie Jose of Italy was wearing?

Yes.  It originally belonged to Stéphanie de Beauharnais and was inherited via her daughter Luise by her granddaughter Queen Carola, who left it in turn to her cousin the Countess of Flanders and thence to the Countess's granddaughter Marie Jose of Belgium.  Royalmagazin.de has more information here: http://www.royal-magazin.de/german/sachsen/sachsen-diadem-perlen-flandern.htm
