The year of the pic is 1901, and the month of the year, november. I'll make some research about this trip, for in the magazine, they only depicted the trip, what the Tsar did in France, with whom they eat, etc...
The president of France in those times was Loubet. In the Argentine magazine ("Caras y Careta" who won the prix of the better informative magazine from 1900 in the EEUU), exactly in the pic Bear posted here, you may see the Tsar arriving to Dunquerke's harbour. In the first photo there are the Tsar and his Major-State. In the second one, you see him with the Empress passing in front of French Army. In the last one, Nicholas II is chatting with some French and Russian militar staff.
In the title you read: "French News" , and in the article there is some explanations about the Tsar arriving to Dunquerke and having a honorific dinner with the members of the Commerce Chamber of the city.After it they explained how they travelled in a very sophisticated train to Paris. Before they departing , the Military Band played "God Save the Tsar".
And the page ends saying that people came near the train, acclaiming the Imperial Couple. The article continues in three other numbers of the same magazines. I have other number from 1908 who states that the most elegant woman of the world was Alexandra Feodorovna who always would wore white and creamy dresses and was a very delicate lady.
I also have other "Caras y Caretas" numbers from 1901,1906, 1916, 1928 etc who speaks about Anastasia's christening, Alexei's birthay, some other imperial news and finally the travel of AA to the USA's.
Ah! I forget! I have some little articles with pics about 1905 Revolution and one about Maria Rasputin working in a Circus.
