Amazing photo, Coroner of the Court. Who is the lady in the photo?

One thing I have always wondered -- is the date and place always mentioned in IF's family albums? I am stunned that the GARF has amazingly precise description of the photo.

The lady is Irene of Prussia (1866 –1953), Alexandra's sister....I think ; )

One of my favorite photos is of OTMA and their father lined up and standing on a cannon, with the Grand Duchesses wearing these same dresses.  The photo above must have been taken on the same excursion, with Tatiana behind the camera.  BTW, who is the woman with the group?  Could it be the girls' Aunt Olga?
