I recently went to Brussels, and while going around the Bellevue! museum, I found this telegram from Tsar Nikolai II that he sent to Albert I of Belgium upon the occupation of his country.
I believe it reads something along the lines of,

With a sentiment of sincere admiration for the valliant Belgian Army. I pray your Majesty to believe my cordial [warm-hearted] sympathy and to accept my congratulations on the success of this heroic conflict for the independence of your country.
