I don't think so.

His face does looks familiar...Is the date really 1904-1908? I suspect that's beginning of 1890s.

If its not him is one of the brothers. The Mikhailovichi`s features in him are strong. And i agree, that picture is from early 1890s since Anastasia looks so young

I've loved that picture of Anastasia since I first saw it.  It is so period and she looks very elegant and not overdone.
